In order to get to Hammerlocke, you will need to have completed the first part of the game up until you reach Motostoke. Once you arrive in Motostoke, look for a rideable Gogoat near the Pokémon Center. With Gogoat, you can travel around in the city.
Look for the path that leads up to the right side of Hammerlocke. When you get there, hop off of Gogoat and enter Hammerlock.
To beat Hammerlocke, you will need to go to the top of the tower. To get there, take the elevator on the left side of town up to the second floor.
